About Koble Collaborative

Carolyn Berg founded Koble Collaborative in 2023 with a clear belief: communities are strongest when people come together with trust, shared purpose, and the willingness to take action, together. With nearly 20 years of experience, she brings deep expertise in water resources, infrastructure, and housing planning, alongside a strong commitment to trust-based collaboration.

Throughout her career, Carolyn has led regional initiatives that bring together multiple agencies and sectors to address some of the most pressing challenges facing communities today. Her work includes advancing sustainable water resources planning and implementation, integrating affordable housing and infrastructure into shared regional strategies, and building governance structures and coalitions that support long-term coordination and impact.

She is known for building durable partnerships across jurisdictions, helping people bring their best selves and strengths to the table, and creating the conditions for alignment and shared ownership. With a unique ability to find clarity within complexity, Carolyn supports communities in moving from vision to coordinated, meaningful action.

 

As a professional engineer and certified facilitator, Carolyn integrates systems-level thinking with inclusive, thoughtfully designed dialogue. She has facilitated countless public, nonprofit, and interagency processes and delivered hundreds of presentations to diverse audiences, including county and nonprofit boards, city councils, the California Water Commission, Regional Water Quality Control Board, advisory committees, and community groups.

Annie Chung brings a human-centered, solutions-oriented approach to community planning and organizational development. With a background in psychology and education, she specializes in designing inclusive processes that foster trust, belonging, and meaningful participation.

 

Annie has led and supported strategic planning, team culture, and organizational change efforts for nonprofit and community-based organizations, as well as high-profile community engagement initiatives across San Luis Obispo County and beyond. Her work focuses on helping groups navigate complex dynamics, surface diverse perspectives, and translate input into clear, actionable outcomes.

 

Her training in clinical and counseling psychology allows her to navigate difficult conversations with care, identify blind spots, and strengthen interpersonal relationships within complex stakeholder environments. Known for her ability to create thoughtful, engaging and joyful spaces, Andrea helps participants feel heard while guiding groups toward alignment and shared ownership.

 

Since joining Koble Collaborative in 2023, Andrea has played a key role in facilitating processes that integrate technical planning with authentic dialogue. She ensures that complex efforts are accessible, well-structured, and grounded in purpose—supporting teams and communities in moving from ideas to coordinated action.

 

Her work reflects Koble’s commitment to listening with curiosity, designing with intention, and empowering people to turn vision into meaningful, lasting impact.

David Power brings more than 11 years of experience in project management, marketing strategy, and technology, helping organizations align vision with execution. His background spans organizational strategy, operations, and brand development, with a focus on clarity, collaboration, and long-term impact.

 

David previously worked as a senior editor and later as a Marketing Strategist and Project Manager for a leading online retailer, where he shaped cohesive brand voice across digital platforms and managed cross-functional marketing initiatives. His responsibilities included campaign development, budget oversight, stakeholder coordination, and increasing brand awareness and engagement.

 

With professional experience across hardware and software companies, David brings strong technical fluency to his role at Koble. He further strengthened this skill set by completing the Fullstack Academy of Code through Cal Poly. At Koble, David supports client-centered outcomes through effective planning, operations, and strategic execution.
